Contractor (Registered Elevator Company) 

A registered elevator company is a company authorized by the Bureau of Elevator Safety to construct, install, inspect, maintain, or repair any elevator, escalator or other vertical conveyance in Florida.   

Registered elevator companies must employ at least one Certified Elevator Inspector or person with a current Certificate of Competency  

 

Application Requirements:    

  • Registered elevator companies must name one or more Certified Elevator Inspectors or Certificate of Competency holders employed by the company responsible for signing permit applications and affidavits of code compliance and providing the required direct supervision on all work performed. 
  • Obtain general liability insurance in a minimum amount of $100,000 per person and $300,000 per occurrence. All elevator companies, elevator inspectors, and independent elevator technicians must have insurance as described above. Proof of insurance must be provided to the bureau with the application. 
  • Fee: There is currently no fee for this application.   

Annually by providing:  

  • Proof of general liability insurance coverage.   
  • Name and Certification or License Number of at least one employee: 
  • who holds a current certificate of competency, or   
  • who is a certified elevator inspector licensed 

Inspector (Certified Elevator Inspector) 

Certified elevator inspector (CEI)  is a natural person registered with and authorized by the division to construct, install, inspect, maintain, or repair any vertical conveyance, after having properly acquired the qualified elevator inspector credential as prescribed by the American Society of Mechanical Engineers.

The following items are required for initial registration and licensure as a certified elevator inspector:  

  • A copy of the registrant’s valid qualified elevator inspector credential issued by the American Society of Mechanical Engineers (ASME), or its accrediting bodies, in good standing at the time of application; and  
  • Proof of general liability insurance coverage; a valid Certificate of Comprehensive General Liability Insurance evidencing coverage in the minimum amounts of $100,000 per person and $300,000 per occurrence. Fla. Admin. Code R. 61C-5.007 (4).   
  • Fee: There is currently no fee for this application. 

Renewals: Annually by providing: 

  • Proof of completion of the required continuing education: 
  • Proof of completion within the current annual licensure period of 8 hours of approved continuing education, including at least one course hour related to safety in elevator construction, alteration, modification, repair or maintenance.  Fla. Admin Code  r. 61C-5.007.  
  • A person initially certified or registered by the division 180 days or more prior to the renewal deadline must complete 4 hours of approved continuing education as a condition of renewal.  
  • A person initially certified or registered by the division for less than 180 days prior to the renewal deadline need not complete any approved continuing education as a condition of renewal.   
  • A copy of the registrant’s valid qualified elevator inspector credential issued by the ASME, or its accrediting bodies, that remained in good standing throughout the license year; and   
  • Proof of general liability insurance coverage. 

Mechanic (Certified Elevator Technician) 

Certified elevator technician means a natural person authorized by the division to construct, install, maintain, or repair any vertical conveyance, after having been issued an elevator certificate of competency by the division. Each certified elevator technician must annually register with the division and be covered by general liability insurance coverage in the minimum amounts set by the division.

Qualifications:  

  1. Four years’ work experience in the construction, maintenance, service, and repair of conveyances covered by this chapter. This experience shall be verified by current or previously registered elevator companies as required by the division.  
  2. One of the following:  
  3. Proof of completion and successful passage of a written examination administered by the division or a provider approved by the division under standards it adopted by rule.  
  4. Proof of completion of an apprenticeship program for elevator mechanics which has standards substantially equivalent to those found in a national training program for elevator mechanics and is registered with the Bureau of Apprenticeship and Training of the United States Department of Labor or a state apprenticeship authority.  
  5. Proof of licensure or certification by a state or local jurisdiction in the United States having standards substantially equal to or more stringent than those of this chapter.  

Application Process:  

  1. Elevator certificate of competency.  
  1. The $50 fee; and,  
  2. One of the following:  
  3. Proof of a mechanical engineer license in good standing.   
  4. Proof of four (4) years experience constructing, maintaining, servicing and repairing elevators verified by letter from a registered elevator company on company letterhead that specifies the type of work performed or completed DBPR HR-5023-076 – Affidavit Verifying Elevator Work History for Certificate of Competency Applicants, (http://www.flrules.org/Gateway/reference.asp?No=Ref-12781) incorporated  herein by reference and effective 2021 January, and one of the following:  

(I) A copy of certificate of completion of the certificate of competency exam administered by the division or its designee. The examination must cover the construction, installation, maintenance, and repair of elevators and their associated parts. The applicant must pass the examination within two years of the date of application with a minimum score of 75%;   

(II) Copy of certificate of completion of a registered elevator mechanics apprenticeship program; or  

(III) Copy of a current license or certification issued by a state or local U.S. jurisdiction with standards equal to or more stringent than Florida’s standards.  

  1. License. A certificate of competency holder must register with and obtain a license from the division as a certified elevator technician before constructing, installing, maintaining or repairing an elevator or as a certified elevator inspector before constructing, installing, maintaining, repairing or inspecting an elevator.  

Annually by providing: 

  • Proof of completion of the required continuing education: 
  • Proof of completion within the current annual licensure period of 8 hours of approved continuing education, including at least one course hour related to safety in elevator construction, alteration, modification, repair or maintenance.  Fla. Admin Code  r. 61C-5.007.

Temporary Mechanic

Not applicable.

Reciprocity 

Requirements: 

  1. Copy of a current license or certification issued by a state or local U.S. jurisdiction with standards equal to or more stringent than Florida’s standards.  
  2. Certificate of Competency 
  3. Certified Elevator Technician License 

Apprentice Program 

Proof of completion of an apprenticeship program for elevator mechanics which has standards substantially equivalent to those found in a national training program for elevator mechanics and is registered with the Bureau of Apprenticeship and Training of the United States Department of Labor or a state apprenticeship authority.

Other Business Requirements 

Fla. State. 559.79 Applications for license or renewal.— 

(1) Each application for a license issued by the Department of Business and Professional Regulation shall include a statement showing the name, address, and social security number of each person who owns 10 percent or more of the outstanding stock or equity interest in the licensed activity and the name, address, and social security number of each officer, director, chief executive, or other person who, in accordance with the rules of the issuing agency, is determined to be able directly or indirectly to control the operation of the business of the licensed entity, and each application for renewal of such a license shall set out any changes in the required names and addresses which have occurred since the license was issued or last renewed. 

(2) Each application for a license or renewal of a license issued by the Department of Business and Professional Regulation shall be signed under oath or affirmation by the applicant, or owner or chief executive of the applicant, without the need for witnesses unless otherwise required by law.
